Current position

The current minimum energy efficiency standard for most covered domestic private rented properties remains EPC E unless a valid exemption applies.

Looking ahead to 2030

  • The 2026 government response also sets out a proposed £10,000 cost cap with exemptions where appropriate.
  • PAS 2035 remains a retrofit framework rather than a legal EPC target in its own right.
